Submission Policy

Threat Insights Portal is intended for malware analysis, not for repeatedly submitting the same files multiple times per day.

By uploading a file, you automatically agree to our Submission Policy. Below are the rules and guidelines for submitting files, hashes, or URLs to the Threat Insights Portal.

Rules

  • Do not misuse / abuse the submission system, as this may result in consequences.

Prohibited Submissions

The following types of files are strictly prohibited:

  • Files containing personal data or confidential information (leaked databases, doxing information, ...).
  • Junk files, such as images, videos, sound files, apk, text, or other files intended to spam or abuse the system (e.g., large files uploaded to disrupt operations).
  • Files designed as zip or archive bombs (e.g., files intended to consume excessive resources or disrupt system operations).
  • Files that contain or distrube illegal materials (videos, images, etc).
  • Submitting always the same or bulk uploads of XMRIG or other cryptocurrency mining malware is strictly prohibited.
  • Mass uploading files that are older than 1 year (virustotal first submission).
  • Uploading clean, digitally signed, and well-known Microsoft system files.
  • Uploading 100% clean and well-known files.

Discouraged Submissions

The following types of files should generally not be submitted:

  • Junk files, such as text or log files containing only blank or irrelevant content.
  • Known clean files that are confirmed to be 100% safe and free of suspicion.
  • Files that are old & outdated (files uploaded to VirusTotal over 2 years ago)
  • Submitting files associated with the "BERBEW" family in bulk, as these are considered junk submissions.
  • Mass uploading identical files with the same malware configuration to spam or abuse the service

Potentially Restricted Submissions

The following types of files may not be allowed, depending on context:

  • JAR files, such as Minecraft mods, that are widely recognized and trusted.
  • Uploading / Fetching or reanalyzing big files in mass / to fast
  • Mass uploading Files containing or displaying NSFW (Not Safe For Work) content that are not malware.

Permitted Submissions

  • You are allowed to upload / fetch any file that you highly suspect to be malware.
  • You are allowed to upload / fetch any malware that you want to analyze further.

Sandbox Submissions Policy

General Notice

All Sandbox Submissions are subject to the general rules outlined above in addition to the specific terms listed below. Please read and follow them carefully.

Submission Rules

By submitting a file for analysis, you agree to the following:

  • Malware only: Uploads must be suspected or confirmed malicious files only. Do not upload clean or known-safe software.
  • Purpose: Submissions must be for the purpose of verifying a file’s behavior or status — not for testing, enumeration, or manipulation of the sandbox environment.
  • No enumeration or probing: Any attempt to identify, fingerprint, or extract information about the sandbox infrastructure is strictly prohibited.
  • No custom attack files: Purpose-built files designed specifically to interfere with or exploit sandbox systems are forbidden.
  • No destructive intent: Files intended solely to damage, disable, or destroy sandbox instances or infrastructure are not permitted.
  • No cryptocurrency miners: Uploading miners such as XMRig or similar tools is not allowed under any circumstance.

Additional Information

  • Privacy: Submissions are not publicly visible by default. You may choose to share your analysis results with others.
  • Ownership and visibility: The owner of Threat Insights Portal (Neiki) retains the right to view any submission and may share it at their discretion.
  • Storage: Uploaded files are only stored temporarily for analysis purposes and are not retained or redistributed after the session completes.
  • Third-party sharing: No files are shared with external services or third parties (this may change in the future with prior notice).
  • Rate limiting: A global rate limit is enforced. Please avoid excessive or repeated submissions to ensure fair usage for all users.

Consequences

Violating the submission policy may result in penalties, depending on the severity and frequency of the violation:

  • Severe violations may lead to a permanent ban of your account on "tip.neiki.dev," with no option to create a new account.
  • If you submit files as a "guest" user without an account, your IP address may be temporarily (24 hours) or permanently blocked via Cloudflare.
  • Repeated minor violations may result in a reduced trust level and loss of certain permissions.

Ban Appeal

If your account is banned, you may appeal the decision by submitting a ticket through our Discord server.

The following hosts are supported for URL submissions:

  • discord.com
  • cdn.discordapp.com
  • github.com
  • https://gofile.io/d/

If your file type or host is not listed, please contact support for clarification before submitting.
